The drama Mercy For None tells the story of two major crime gangs that rule the Seoul area. The two gangs are the Bongsan gang and the Joowoon gang. In the Bongsan gang, there is a member named Nam Ki Joon (So Ji Sub). The Bongsan gang is led by a leader named Gu Bong San (Ahn Kil Kang). Nam Ki Joon is the member who most often defeats other gangs, making the Bongsan gang the most feared.

Meanwhile, the Joowoon gang is led by Lee Joo Woon. Bongsan and Joowoon have a war-related to illegal businesses, such as gambling, drug trafficking, and the constitution.

When Nam Ki Joon sided with the Bongsan gang, his younger brother, Nam Ki Seok (Lee Jun Hyuk), chose to join the Joowoon gang. Because he didn't want to compete or be his younger brother's rival, Ki Joon preferred to give in and leave the Bongsan gang. Ki Joon left the gang by cutting his left Achilles tendon.
